Clientelism as the basis of the regional political power

Abstract
The central question of a modern policy and the government theory is the question about institutional bases of the power. This question has the special importance in regional government sphere. Recognising the importance and a role of informal bases for the organisation and activity of the regional authority, the author shows ambiguity of its role within the process of political transformations in modern Russia, marking stability of institute of clientelism as the regional authorities bases.
